Integrating Community-Led Monitoring (CLM) into C19RM Funding Requests

download (pdf 1.24 MB)

In April 2021, The Global Fund to Fight AIDS, TB and Malaria (The Global Fund) launched the second phase of the COVID-19 Response Mechanism (C19RM).

Community-led monitoring (CLM) is one of the interventions that is eligible for C19RM funding, thanks to growing recognition of CLM’s ability to quickly identify the impact of COVID-19 on people affected by HIV, TB and malaria, and to push forward actionable solutions. As activists work to apply for C19RM funding, this resource is intended to help make CLM a priority in your applications.

The topics covered in this technical brief include:

A simple explanation of community-led monitoring (CLM)

An introduction to the 4-prong CLM model (Treatment Education, Evidence, Engagement, Advocacy)

The rationale for including CLM in funding requests to the C19RM (drawing on C19RM’s own policy mandates, Global Fund board decision points, and other policy directives)

A short overview of how to design, plan and cost CLM programs

Tips to ensure that CLM is properly included in C19RM funding requests, and

Case studies of CLM initiatives in the context of COVID-19
